Background:
The State Institute for Rural Development and Panchayati Raj (SIRD & PR)is one of the core distinguished institutions of the Sikkim State with the objective of becoming a regional training centre in the matter of conducting training programmes in community development.
In compliance of the recommendation of Fourteenth Finance Commission, the Ministry of Panchayati Raj has also made it mandatory for the Gram Panchayats to prepare people’s plan called the “Gram Panchayat Development Plan”, thereby affording them an opportunity to function like the Institution of Local Self Governance that they actually are. Conforming to these directions, the Planning Mannual for Gram Panchayat Development Plan has already been prepared, with the approval of the State Government & to the satisfaction of all concerned. SIRD&PR is now pleased to introduce a Hand Book which is based on the approved Planning Manual & which provides step-by-step instructions of the steps involved in the planning process at the Gram Panchayat level. This user friendly Hand Book also includes all the requisite formats to facilitate preparation of holistic, doable & realistic annual & perspective plans of the Gram Panchayat Unit.
